Green Day only became relevant once they started ripping Jawbreaker off (and then took them as support on the Dookie tour)
If you are talking about when they formed at New York university, didn't play any gigs and were called Rise (and for the majority of this time had a different line up from the established one) then yes, your '1986' formation date that you lifted directly from Wikipedia is correct.
Green Day formed in 1987 and were playing gigs the same year. They were called Sweet Children when they formed but changed this in 1988. Jawbreaker were not called Jawbreaker until 1989.
I don't think even you would attempt to argue that Jawbreaker were primarily known as a New York band and in the Berkley University / 924 Gilman scene where both bands really made their name, Green Day were a long established presence before Jawbreaker even moved to the Bay Area. Hence "Green Day were around before Jawbreaker".
Green Day also signed to Warners in '93 and had a platinum selling album in '94. Jawbreaker signed to DGC in '95 and didn't sell at anything like the level Green Day did. So trying to argue that Green Day wouldn't have a career if it wasn't for Jawbreaker is fucking stupid

more in the fact that people have heard of it. I like Jawbreaker too, I know it is cooler to like them and stuff, but I wouldn't say best pop punk song ever. I wouldn't even say Basket Case either, I have no idea what I would pick.

Pop-punk in general, it might have to be Mr Chainsaw by Alkaline Trio. Not sure I could defend this band, but pretty much a flawless tune.
