i've whittled the list down to either The Velvet Underground or Les Rallizes Denudes. what do you think?
they're arguably one of the least cool bands on the planet thanks to their fans and Morrisey
from the selection you've given us, at least
i could have missed something out i guess.
Les Rallizes Denudes lose points for having long hair. admittedly the terrorism probably makes up for it though
the coolest band ever are definitely either german or japanese, and were active in the 1970s. those are the ground rules
as they meet all three criteria

Parliament-Funkadelic are right up there as well
Can were basically hippies, and hippies are never cool. Damo Suzuki being the exception, as of course, all Japanese people are born with extra cool.

Mobb Deep circa 'The Infamous' might murder you or something. it's no big thing, murder being commonplace in The Bronx or w/e.
Sonic Youth being both avant garde dilletantes and effortless generation-defining alt./indie rock superstars. the coolness stemming from Thurston's fringe.
but the band that make me feel the coolest whilst listening to them are probably HEALTH.
but I immediately thought some stoner rock outfit making groovy metal in the desert. Kyuss perhaps.
A mistake made by millions of 14-year-olds
inasmuch as when I was that age they were, as far as I knew, the highest attainable point of musical coolness. in time it became apparent that this was not the case and after that I tried to avoid thinking about it too much

and in fairness they do kind of humour him a bit. if you're in on nardwuar's shtick it's easy to criticise bands for their reaction to him

because some bands were incredibly cool at certain points and then they cease to be, to the effect that no bands are truly cool unless they are virtually unheard of.

coolest band i ever saw was 'shriekback' i mentioned they were playing a secret gig and a load of birmingham music journalists jumped at this, i suppose i was uncool for allowing them 'in'.
Personally I think bands like New Model Army are quite cool for not having the crassness to have any popular hits that attract new fans because of the hits (like killing joke did)
They did the 'double denim' look, years and years before it became the hip thing to do.

It's Daft Punk, you guys. Daft Punk is the coolest band we will ever, ever see.
They just had the smarts to realize when the time was right to revisit the 1980s disco scene full-bore. People have been trying to do that for 20 years but it was just too soon. Now Daft Punk have put out a disco-pop album and suddenly it's the best thing anybody has heard in, what's that you say, 20 years!?!?! What a coincidence!!
But then, they do have a great way of dealing with fame.
