'electronic music' is too broad a term to base a compilation album on, may as well ask what songs we'd put on a 'now that's what I call music with guitars in it'.
Electronic music is a specific genre. There's clearly a difference between let's say Roygbiv and Smells Like Teen Spirit.
Electronic music it's music produced with electronic devices (synths, samplers, theremin, drum machines etc). It sounds quite different compared to traditional music. It's called electronic for obvious reasons. With traditional instruments you can't create the sounds made by synths.
PS: There are of course hybrids like electronic rock, electronic jazz, electronic folk etc.

Justice vs Simian- We Are Your Friends: Such an important track to a lot of people my age in introducing them to EDM (Me Included)
Aphex Twin- Four: Was Leant the richard D James album and this just completely blew my mind as the opening track.
The Proxy- Dancing in the Dark: Hearing this track on a good speaker system is like having a chainsaw through your skull- in the best way possible!
radiohead- Idiotique: A gateway track for so many people that, I'm afraid it warrants attention.

No I Feel Love, no Blue Monday, arguably. Sure, there were other possible influences on New Order in 1983 but they can all be traced back here, I think.
The Belleville Three have cited DM as a huge influence and you can trace that back to Get The Balance Right! So, no DM, no techno.
Whilst other tunes from Autechre's LP5 are clearer influences on tunes from Kid A (Melve - Kid A; Vose In - Idioteque), I can just tell Thom Yorke loved Arch Carrier like one of his own.

It was a tough choice between Kraftwerk (probably Trans-Europe Express) and Get The Balance Right! as an influence on techno.
I went for the less obvious one and also wanted 3 tracks from different decades. Not sure why!

It's one of the lesser known DM songs.
It's all about context
My understanding is that it wasn't lesser known in Detroit in the early-to-mid 80s.
Back in the 80s, DM had a bigger standing in the US, relative to their peers, than they did in the UK.
Hence "Good Evening, Pasadena" and all that. I remember the first time I saw 101, at a friend's house, and thinking, Depeche Mode are THAT big?
Also I think that Trans-Europe Express had more influence on techno than Get The Balance Right!
Esp. when you consider the song Planet Rock by Afrika Bambaataa that was based on Kraftwerk' song.
