I'm gonna be all original here and say Lil Wayne. I don't think anyone can match him.

when people say lil wayne i actually wonder if the have ever heard him rap? hes not just bad hes woefull, his lyrics are some of the worst around and he just sounds high.
if theres anyone out there better than Eminem i'd be suprised

Pfft! As for rappers that are still alive but not neccessarily active, well there's Nas, MF Grimm, Q Tip, Jeru THE FUCKING Damaja, KRS-One, Diamond D, Chuck D, Busta Rhymes, Rakim, John Robinson, and even Jay Z all take industrial-sized dumps on Lil Wayne! Fucksake... TOM GREEN shits on Lil Wayne!
But for me it has to be DOOM, there is no one out there with the inventiveness or uncliche'd lyrical creativity, not to mention how prolific he is as a producer - a truly amazing producer at that. He'd beat anyone in a freestyle battle and leave everyone in stitches wanting more.
Lil Wayne is nothing much more than a cough syrup drinking label-pampered freak.
his first two albums have to be amongst the true high points of golden age rap, such sharp lyricism. His verse on Return of the Crookyln Dodgers is blistering too.
really got the sense with DOOM that he's a freestyler, very clever lyricist though. I'm tempted to say Black Thought, I saw one of The Roots "The Jam" shows earlier in the year and he tore it up completely - definitely still got it.
Also, the whole concept of Fancy Clown is equal parts ridiculous and hilarious. DOOM's alter-ego Viktor Vaughn calls him (DOOM) out after discovering that he's been 'fucking around' with his girlfriend. Outstanding parody of hip-hop bravado ensues:

i can't get behind the hate for him on here because when he's good he's fucking good, got a real mad genius vibe to him and truly eccentric and living off in some other dimension, and when he's at his playful best like for example the Renaissance Rap remix, he's captivating and a league above most other rappers. His free mixtapes that are rap based, like Da Drought 3 and No Ceilings are incredible in parts, but then he also has a knack for making millions off commercial shite like Lollipop and ill-advised rap rock forays. But the fact he does so much and seems to just go through with whichever idea he has and take it to the limit has to be admired and his endless output is both a blessing and a curse; i feel a lot of rappers reach a point where they really have to force an album out and struggle to recapture their creativity whereas Lil Wayne seems to make about ten a day.
Some of his mixtapes are straight up bangin!
However, I haven't much MF Doom/doom/whatever. I'm guessing I need to?
The Viktor Vaughn stuff and his work with Madlib (as 'Madvillain') are probably your best starting points. You should hit up discogs / wikipedia to keep track of all his alter egos...

altho i was disappointed he did a tune with that prick chris brown post-'i bash up women'.
ANd if you count rappers still alive that WERE great, Nas is the best - Illmatic era Nas is better than everybody.
Jay Z used to be pretty good too.
He's got the best music backing his tracks and he just rocks my socks every time I hear him!!
And his recent attempts are tired and old and pretty embarrassing now, but Mike Skinner blew my mind with Original Pirate Material.
I just like his delivery and style.

but here's my thought on some notable contenders
DOOM - yep yep.
Jay-Z - whatever you say about his work, his flow is impeccable. Not really keen on his repeated focus on his rags-to-riches story, and some questionable collaborations, but his delivery is spot on.
Aesop Rock - great delivery, great lyrics, wicked sense of humour. Doesn't get enough praise as a rapper.
Mos Def - some of his newest stuff isn't too hot, but he's always been a favourite of mine.
Q-tip - smooth as fuck. Same place in my heart as Mos Def, really.
New Madvillain stuff sounds like it's shaping up a treat as well, which can be nothing but a good thing.
Liquid swords is one of the best Hip hop albums I've ever heard.
