for me it has to be Today Forever by Ride. Classic.

haven't heard every ep ever, so can't make any proper comment, but the best one I can think of is the one that takes all the Scott Walker songs off nite flights by the walker brothers...the album is marred by the fact the guitarist and drummer got to write a lot of songs too...the ep is perfection
