Are 4 track singles chart eligible again?

Bit of a boring question, but just wondering as I saw nothing about it. When you used to get three extra tracks with your single I used to buy quite a lot, but the chart people in their wisdom decided that it was too much effort for bands to have to come up with that much new material all the time (they actually said this)... while allowing the 2xCD format which generally meant four extra tracks. Albeit at double the price, with two copies of a song you probably owned.

So anyway, it's a boring question but I notice that both the current Arctic Monkeys and Manics singles come on a 4 track CD. Have the 'powers that be' seen sense?
