This enuciates all that is wrong with modern British educatio. The governemnt and it's mouthpieces try to blame pupils for the failure to be good at learning when it is the abject decline of the state education system that is to blame. Music teaching in school is pathetic: Underfunded, undertrained teachers and lack of facilities. Instead of this problem being addressed, the problem is switched around to imply that the pupils are unable to listen to music properly and need to be taught that. It is a con: Provide a substandard education and then blame children for not learning properly.
Classical music is easy to appreciate. Anybody can appreciate it fully, particularly younger people.

learning how to play Three Blind Mice in year 7 on a keyboard built in 1990. I was pissed off because the kid next to me had one built in 1992, and it had House of the Rising Sun on it and everything and one of my black keys didn't work. Not that you need any black keys to play three blind mice but still
my school had a really good recording studio that we werent allowed to use because the music head used it to record endless versions of the same classical standards.
