So they think that by making it possible for you to get your money back for tickets, touts are going to stop?
First of all, eBay does what they're offerring perfectly. You can easily sell your tickets on there for face value.
The people who do charge over face... What makes these idiots think they are going to choose this option, rather than making a bit of money on the tickets?

It's fucking stupid
they try and "sort it out" and ignore the main problem, that it is not strictly illegal to re-sell gig tickets. If it was, like it is with Football and most sports ticket, they would not go on ebay because people would never buy a few extras to stick on there (which is what happens and how gigs sell out so fast)
There was a news report where they showed touts outside Somerset house. How can they not grasp the difference between an alkie outside a venue buying tickets off people a re-selling them on the night and people buying up extras or professionally doing so at home on ebay? It's the latter which accounts for the ridiculous state the system is in. Obviously making it easier to return tickets is a good idea anyway but come on! Actually sort it out whilst you can!

Why should the "industry" sort it out itself? It has no reason to. It's not illegal, they make lots of money if gigs sell out. Why would they even give a shit? Consider it now Tessa Jowell you useless fecking eegit!

Actually it's a good idea.
The only times I've ever sold tickets to touts have been when one of the people I was going with can't make it and I'm not able to return tickets.
I'd go so far as to say the majority of the tickets bought and sold by touts outside venues are 'spares' that someone hasn't been able to return. It's actually very hard to make a profit selling these tickets to these kind of touts 'cos there's so many spare tickets there and you're usually desperate to get shot of the ticket so the best you can usually hope for (unless you're a naturally strong negotatiator) is face value.
Plus there are still a fair number of people uncomfortable using ebay, particularly if they aren't sure about things like Paypal and are reluctant to do transactions 'cos they aren't sure how guaranteed it is that they'll get their money.
Of course this won't stamp out touting completely, and it certainly won't deal with the issue of touts buying tickets in bulk as soon as they go on sale, but it will help curb some of the lower-level touting.
On a side note, many people will choose to get a refund/sell at face value rather than make money on tickets. I've never sold an unwanted ticket for anything other than face value and whenever I've bought tickets on ebay I've done so as face value to.
It's a mistake to think that everyone's out to make a profit or forget that many people (myself included) hate selling tickets to touts on principle.
What I'm saying is.
There is already a service that does this. You can sell your tickets for face value on eBay, easily.
To make it clearer:
If you buy a pair of tickets for £10
put them on eBay, for £10.
SIMPLE.

It's nice to have the debate
and a better returns policy (well, a returns policy at all) would be good, but it ignores the main problem these days, which isn't crackheads selling tickets outside the venue. They do not make the gigs sell out in the first place, it is usually ordinary "fans" and professional touting people on ebay who either buy a few extra when they know a gig is gonna sell out quickly (making it sell out even quicker meaning people miss out) or buy up tickets in bulk to big gigs. It the biggest problem and they're ignoring it because the Tessa Jowell doesn't have a clue.
The lower level touting has been around forever, it is annoying but nowhere near as big a deal as the new kind.

I don't think the implementation of a returns policy is a bad thing (although Wrightylew for some bizarre reason does) and indeed I'd say that it's appalling that any kind of business can exist without a returns policy.
But of course the simple solution is to do what Tessa Jowell is not doing and making re-selling illegal.
I suspect the problem is the wording. Legitimate ticket agencies essentially buy tickets from venues/promoters and sell them on at a higher price anyway 'cos that's their job. So I imagine it's case of distinguishing between the two.

but they're not tackling the main problem here. if they made it illegal to resell tickets at more than face value, then there would much less of a problem. eBay auctions could be pulled, and the violent cunts who hang around outside gigs could be moved on.

the idea of being told i cant sell something i bought. if they have it in their t&cs, fine, but i dont think it should be legislated.
what they should do is just make all tickets collect on the door style things, but with a good setup for cancelling ticket orders too.
