Someone explain something to me that I don't understand

^ what are the benefits of telling people to 'be vigilant'? Because it feels like hamfisted scaremongering. Shirley it would be better to catch the bad dudes rather than warn them off? Or is it a cunning bluff, kind of like a teacher telling you to behave and do your work but without actually looking up from their desk (very effective if used correctly, but opens you up to v-signs if you overuse it. Not sure where this metaphor is going.).
Anyway - anyone spotted any islamofascist beardy-weirdies with big rucksacks lately?
