Is this a threat to live music?

The gist of it is that the Metropolitan Police are now requiring a whole bunch of details including the names, aliases, address, DOB, etc of performers plus the likely ethnic profile of the audience at live gigs. Failure to provide details can mean the loss of a license, fine or imprisonment.
The Met claim this is just for the purpose of "risk management", and that pubs putting on gigs for regulars won't be affected.
So - a sensible way of managing punters' safety or dubious interfering in public enjoyment?
