the people who benefit least are the terrorists themselves (as they invariably blow themselves up these days)

so who benefits?

Security companies

Military (increased budget - increased power)

People in office (who can then escape questions under the guise of 'security')

Intelligence agencies (increased budgets, increased powers)

Drug companies (anthrax vaccine anyone?)

Arms traders

is there anyone I have forgotten?

by the way - I'm not suggesting (directly) that these institutions carry out 'terrorist' attacks in order to further profit - just like I wouldn't suggest that Elton John or various biographers killed Diana despite obviously benefitting from her death

but it certainly is possible
