I've realised that if you let Jaffa Cakes go a bit stale to dry out the sponge, it stops being chewy and becomes the same texture it used to be back before the McVities changed the recipe in the late 80s/early 90s.

HURRAH! I have the Jaffa Cakes I grew up with once more.
