So let's say I have a number in A1 which is 0.003
I use =round(A1,3) to return it to two dp. But instead of returning 0.00 it returns 0

I want 0.00.

Also this is within a concatenate formula where I'm basically stitching together results so that it can be dropped into a Word Doc. So it can't be fixed with cell formatting.
