I reckon about two weeks. My dad has some ex-government connections who probably knew some arms dealers from their cold war days. Also I'm pretty sure my drugs dealer knows someone who could furnish me with a piece. So yeah, two weeks to get it started, then we'll say two years for full nuclear armament.
