from ages back. almost certain it was an English sketch show... this particular sketch featured a cop (i think, or a detective or something) whose annoying friend always used to show up at awkward times and try to hang out with him when he's in the middle of something. his friend was always carrying a plastic bag. always, it was his defining character trait
