In defence of compulsory voting?

Is voting a civic duty? Plenty of people on here seem to express such sentiments.
Inequality is growing larger, at a faster rate than ever. The most disadvantaged turn off and disengage but in doing so lose their voice. Governments then understandably pander to the most engaged groups, OAPs and all the rest of it.
So if you just declare it a civic duty and penalise folks for not turning up (or reward those who do?) will politics slowly become more inclusive?
Or is this all putting the cart before the horse, is it a democratic right to abstain from voting? The scottish independence vote showed everyone can still engage with an issue if its a clear decision etc right? Or is it just middle class posturing to care in the first place?
