over the last year or two there's been loads of places opening in london specialising it in. i've only been to senor ceviche (http://www.senor-ceviche.com/), it was good and half price when i went, probably a bit overpriced generally
made some the other night. incompetently hacked a bream into pieces, covered it in a couple of limes' juice, a sliced up chilli, some salt, some celery, some coriander, some very thinly sliced onion, went down dambusters
i dont even know if you pronounce the e at the end
