the only places where I ever see people fly tipping (or more specifically the results of fly tipping) are where there are a shed load of signs around that say "no fly tipping".

So my question is this: Is it the people who fly tip that make the council put the signs up, or is it the signs that inspire people to fly tip, or some sort of combination of the two?
