Do you ever write letters of complaint or ask to speak to the manager? I mostly complain to train companies and other public services when they provide a rubbish service. Would only complain in an expensive restaurant. In cheap places I just ask nicely or don't go back if it's shit.

I don't get people who don't bother complaining when the service or quality is unacceptably poor.
