What way round should this sentence be:

"A new online form will be available for all staff in December."

"A new online form for all staff will be available in December."

Also a comma between new and online or not?

I come across these dilemmas every day. Surely there's a rule. Apparently the split infinitive rule doesn't really count anymore.
