So 'dangerous' level crossings are in the news again as the rail companies are going to fix/close them.

Are they really dangerous, or are they Darwin's foot soldiers?

Can we agree on a accepted ratio for number of deaths to quantity of inconvenience caused to all? We could use it for everything from flood defences to health and safety procedures?
