If you were able to blow up the Parliament of one country in honour of Guy Fawkes, which would it be?

In other words, which set of legislators around the world do you think do the greatest amount of damage to the greatest amount of people?

It should be taken into account that many Parliaments, whilst doing/sanctioning many bad things (war, for example) also do a lot of good things (international aid, for example). So the good they do may equal or outweigh the bad.

So which country's Parliament (not citizens!), on balance, do more harm than good to the most amount of people as a result of their decisions?
