Do the casting scouts at Hollyoaks deliberately choose people who's acting skills are awful, if not non-existent?

Has anyone seen the horrible new family on it? They really piss me off. The girl... she sounds like she's reading all the time, and who the fuck has that many facial expressions in 5 seconds? The horribly yellow boy, with the huge neck and eye brows at the top of his forehead is worse than the drama group retard at school.
