Anyone care to explain to me how Customs charges work?

I'm being asked to pay a Customs charge of £11.29 on an LP I ordered from the States, despite having already paid the $18 international shipping/handling costs which I assumed would get my LP from A to B. THE BASTARDS :(( I've ordered loads of stuff (inc. other LPs) from the same company in the past and not once have I been asked to cough up more cash.
So what gives? Is this just something that happens very occasionally when you buy from outside the EU, or am I being fucked over by the seller/customs/The Man?

Yeah, £11 isn't *that* much and I'll probably just end up paying it, but it all seems quite arbitrary and I'm just curious about how it all works.
