Buying from abroad / customs / declaring value

I want to buy something from Hong Kong, and obviously if possible I'd like not to pay customs duty or whatever it is you have to pay.

On the website FAQ it has this:

Are they saying that you can have it declared at any price you like? i.e. even if you're buying something worth £60, you can tell them to say it's £15 on the box, for example? Or am I misunderstanding it?

And if it does mean that, is it likely to get through customs okay? Or will they see a pretty big box and be all "hmmm" and open it and then get me in trouble? Or something? Maybe? I don't want to get in trouble. Or sound stupid.
