It was kind of like a 3D Streets of Rage, roaming around set levels, beating people up. You could be a big guy in a vest, and probably a smaller guy and a woman (my memory goes fuzzy there). The most memorable bit was the weapons - you could tear things like handrails of walls to beat people with, and even smash up cars and hit people with the tires. One level was definitely in a lift. At at some point you made a choice which meant the next level was either on top of a plane or on top of a hovercraft. And one of the bosses had a jet pack.
