Olympics cost miscalculation

How is such incompetence allowed to happen in these massive public projects? How can they so grossly underestimate costs? Yes maybe 20% or 30% out would be acceptable but a potentially several hundred percent underestimate. That is just absurd. Do they have children or slow animals just making these predicted figures up? The mind boggles at how this can be allowed to happen. What do project managers on these projects actually know or achieve?

Maybe sounding a little too incensed but I just can't understand how people can be so incredibly bad at their job and get away with it.
