so, one of the guys i live with is a twat and last night he came home at at about 1am and put his stereo on really loud and had a load of twats in his room shouting and one woman was singing and this stopped me getting any sleep thereafter ... i asked him to keep the noise down twice with no effect.

is he technically a noisy neighbour and can i report him to the police?
