what is the whole " :) " thing about after you've put forward a strong point?

I've noticed people do it all the time during heated debates on here. I don't get it.

Is it to kind of say: 'I mean what I say, but I really hope my argument didn't offend you, and if it did, sorry.' ? Or just 'I'm happy to discuss this topic!'.
