Has there always been a 'Cancellation Fee'on that site?

I just bought tickets to see Roddy Woomble and there's a booking fee (on each ticket), a transaction fee and now a cancellation fee. Why do customers have to pay for some kind of cancellation insurance, surely SEE and the people running the gigs have insurance for that kind of stuff?!

Anyone else got hate for See Tickets? I think they've lost/not delivered at least a third to a half of all tickets I've ordered with them...somehow I always forget this. Plus they never pick up the fucking phone.
