Discovered this site today.
$0.19 per track plus a 10% discount for albums. It doesn't have everything on it yet, as it is still signing up a lot of the independent labels - but it all looks above board. Apparantly they are scaring the shit out of the big guns.

They also give away a free album a day. Just downloaded the Vivian Girls album!
