Who is choosing the soundtrack for this show?

Last week songs by Flaming Lips (Race for the Prize) and obscure Animal Collective (Sweet Road... was this a hit that I missed out on?) accompanied scenes of some bloke off Eastenders hiding in a kid's house for 3 days. I shit you not. Has the world gone indie? Is Pitchfork issuing playlists to children's TV? Any answers?
