Is there any way of conveniently speeding up (or slowing down) recordings, without changing the pitch?

Is there any software to do this with mp3s...or could you record songs to a digital sampler?

Would the sound quality suffer greatly? (Coz after all, you're digitising the song into lost of tiny sections, then discarding some of the sections, effectivly making the record 'skip' by fractions of a second.)
