overflowing food 'recycling'

now, i'm all for recycling what i can, but when it comes to compost heap matters, we seem to have some particularly retarded neighbours. one of the small, brown and rather disgusting food bins is always overflowing (there are larger ones you're meant to tip stuff into) with various bits of what i presume to be foodstuffs. i am worried this is going to attract unwanted wildlife, particularly of the disease-ridden rodent kind.

so what do i do? do i leave a note on it saying "sorry, are you on crack?"? do i tell the council?

eating the food is not an option.
