the following are simplified for clarity (you dont want me to write 10000 words now do you?)

choose the best to worst governments a b c or d

a)
1) Democratically elected.
2) Reasonably benign to citizens.
3) Only persues green policies to a limited extent because they dont want to get voted out.
4) Is slightly exploitative towards other poorer countries.

b)
1) Non democracy
2) Not as benign to citizens as a) but not brutal, insists on giving people what they need rather than what they want as suggested by advertising
3) Far more green than a) makes people do what is necessary for their long term future (beyond next 20 years) and for future generations (able to do this cos not having to sell out for elections
4) Overall the same as a) towards foregn poorer countries

c)
1) non democracy
2) same amount of benigness to own citizens as a)
3) same amount of greeness as a)
4) more benign policy towards foreign poorer people than a)

d)
1) non democracy
2) slightly more benign overall towards locals than a) (although changing the areas of freedom
3) more green/forward looking than a)
4) fairer to foregn poorer peoples than a)
