odd question but I ask because I don't know the answer

what constitutes someone being famous?

obviously some people are massively famous whereas some people are super famous within a relatively small sub culture and virtually unknown outside - same goes for national boundaries

if someone is massively famous in the Uk and then goes to france where no one has heard of them are they still a famous person during their trip abroad?

OK - this is vague but your thoughts please on what constitutes fame...
