Hmm, something seems oddly familiar there…
It's similar to what the movie industry has done all along with DVDs, though as they have more lobbying power (read: money) they managed to push DRM ("Region" encoding) into the players & disks and got laws passed in many countries that make it illegal to bypass these artificial restrictions. (This is what the music industry's been trying to do with downloads, though those pesky CDs have held their plans back no end.)
It's all about enforcing "pricing differentials" across borders to maximise profit.
Of course, they're only doing this to protect the poor artists, not to line their own pockets, oh no! Please, think of the children!
Another, albeit slightly different, situation to look at is the iTunes Music Store. Strangely, we can only buy music from the UK store even though we're part of Europe and therefore have free trade between all states, so legally should be able to buy from any of the European stores. Stores which just happen to be a fair bit cheaper: slightly over 10p per track cheaper, and that INCLUDES all taxes such as VAT. I'm pretty sure this isn't Apple's fault, it is simply complying with conditions laid down by the BPI.
Thanks so much for protecting consumer interests, BPI! It's good to see you really care about your customers, not just your members. Oh.

Since you're using Apache, why not use mod_rewrite to AVOID EVERYONE HAVING TO RESUBSCRIBE? It's there for things exactly like this!
In the root directory's .htaccess file put the following line(s):
RewriteEngine on
RewriteRule ^radio/feed.rss /radio.xml [R]
(Assuming the RewriteEngine isn't already switched on, which it probably is.) That'll then automatically redirect everyone. Which is nice.
