I first heard Devo in 1970s - Jocko Homo
and Garbage in the 90's - Stupid Girl
so I don't really closely associate them
plus I fancied Shirley Mansun, but none of Devo.
Plus Devo are not really a big singles band whereas Garbage are
So Im not really sure why you would be comparing the two things particularly.

...but DEVOlved into a Devo vs Garbage argument. It was mostly me (Garbage side) vs some users (Devo side).

I think, regardless of which is better, time has certainly been kinder to Devo.

The production is so early '80s. That Garbage song may sound like '90s, but '90s is back in fashion. See newer bands like Wolf Alice. And speaking of Garbage, they have a new album ready to be released, Strange Little Birds.

Maybe not exactly like Garbage, but there are lots of bands that play guitar based music with lots of synths. To me it doesn't sound dated at all.

I'm more inclined to listen to Garbage, but they're nowhere near as great as some of their fans make them out to be (and Version 2.0 > debut.)
For the record, I've had so much fun and good times listening and going to gigs of Garbage back in the day they'll always mean more to me than Devo.
